The yawning racial gaps persist as New York City voters approve 49 - 40 percent of the job Mayor Bill de Blasio is doing, continuing a string of under-50 percent approval ratings, according to a Quinnipiac University poll released today.

With a much smaller racial divide, Gov. Andrew Cuomo gets a 71 - 23 percent approval rating in New York City, the independent Quinnipiac (KWIN-uh-pe-ack) University Poll finds.

Mayor de Blasio's approval is 78 - 15 percent among black voters and 54 - 35 percent among Hispanic voters, while white voters disapprove 57 - 32 percent. Democrats approve of the mayor 62 - 28 percent while disapproval is 70 - 22 percent among Republicans and 52 - 37 percent among independent voters. Approval ranges from a high of 60 - 34 percent in Manhattan to a 66 - 24 percent disapproval rating in Staten Island.

Gov. Cuomo sweeps the board, with approval ratings of 79 - 18 percent among black voters, 66 - 30 percent among whites voters and 70 - 20 percent among Hispanic voters. He is up by big margins in each borough and even wins 66 - 30 percent among Republicans.

"Mayor Bill de Blasio must look with envy at Gov. Andrew Cuomo's approval rating," said Quinnipiac University Poll Assistant Director Maurice Carroll. "In the city, Mayor de Blasio inches up toward that magic 50 percent job approval mark while Gov. Cuomo soars, even scoring two-thirds approval among Republicans. Let's see how this translates into getting help in Albany for New York City needs.

"The mayor can't seem to shake that racial 'tale of two cities' that characterizes his administration. Black voters approve 5-1; Hispanic voters approve by 19 percentage points and white voters disapprove almost 2-1."

New York City voters say 63 - 25 percent that Mayor de Blasio should not ban horse- drawn carriages, continuing a year-long trend of Quinnipiac University polls showing strong support for horses. None of the listed groups comes close to supporting the ban.

Voters approve 54 - 40 percent of the decision to allow public school students to bring cell phones to school. All party, gender, race, borough and age groups approve, except Republicans, who are opposed, and voters over 65 years old, who are divided.

"New Yorkers approve de Blasio's decision to allow cell phones in schools. They continue to say neigh to his plan to ban horse-drawn carriages," Carroll said. Race Relations in New York City

With black and white voters divided, voters say 59 - 36 percent that "there has been significant progress toward Martin Luther King's dream of racial equality." There has been "significant progress," white voters say 65 - 29 percent and Hispanic voters say 57 - 40 percent. Only 49 percent of black voters see progress, while 48 percent say there has been no progress.

Voters are divided 46 - 45 percent on whether race relations in New York City are generally good or generally bad. White, black and Hispanic voter numbers are similar.

Voters approve 48 - 42 percent of the way de Blasio is handling relations between blacks and whites. But 37 percent of voters say race relations are getting worse, while 16 percent say they are getting better and 45 percent say they are about the same.

New York City voters approve 46 - 16 percent of the job City Comptroller Scott Stringer is doing, his lowest grade so far and the first time his approval is below the mayor's.

Voters approve 39 - 23 percent of the job Schools Chancellor Carmen Farina is doing and approve 48 - 33 percent of the job de Blasio is doing handling the public schools.

From January 7 - 14, Quinnipiac University surveyed 1,182 New York City voters, with a margin of error of +/- 2.9 percentage points. Live interviewers call land lines and cell phones.
