New York City voters say 46 - 42 percent that Mayor Bill de Blasio's involvement in national affairs is distracting him from his duties at City Hall, according to a Quinnipiac University poll released today. His overall approval rating and his approval ratings for handling crime and the public schools all are down.

Voters approve 44 - 40 percent of the job Mayor de Blasio is doing, his lowest score ever and down from 49 - 40 percent in a January 16 survey by the independent Quinnipiac (KWIN- uh-pe-ack) University.

The racial split that has marked New York City voter attitudes about de Blasio remains:
  • Black voters approve 68 - 19 percent, compared to 78 - 15 percent in January;
  • White voters disapprove 56 - 34 percent, virtually unchanged from 57 - 32 percent;
  • Hispanic voters approve 48 - 32 percent compared to 54 - 35 percent in January.
Voters say 59 - 30 percent that de Blasio is honest and trustworthy and say 50 - 44 percent that he understands their problems, but say 50 - 44 percent that he does not have strong leadership qualities.

De Blasio gets a split 41 - 42 percent approval for his handling of public schools, down from 48 - 33 percent in January, and a negative 42 - 49 percent approval for handling crime, down from a positive 50 - 41 percent approval in January.

"Is Mayor Bill de Blasio distracted from his day job by his role as a national liberal spokesman? New Yorkers lean yes: Some wish he'd concentrate on City Hall and almost as many applaud his outspokenness," said Quinnipiac University Poll Assistant Director Maurice Carroll. "The mayor's job approval hits a new low and he's lost a lot of ground on his handling of crime and the schools, two key areas for any mayor."

"It's still a tale of two cities. Black New Yorkers give the mayor good marks across the board, including on his chosen dual role as city chief executive and leading national voice," Carroll added. "The big division is whether New Yorkers think de Blasio understands them. Black voters give him an enthusiastic yes; white voters don't think so." Mayoral Control of Public Schools

New York City voters oppose 2-1 allowing the mayor to continue sole control of the public schools. Only 28 percent of New York City voters favor giving the mayor complete control of public schools, while 60 percent say the mayor should share control with other elected officials.

By a 54 - 28 percent margin, New York City voters are not satisfied with the quality of public schools and give Schools Chancellor Carmen Farina a negative 32 - 36 percent job approval rating, her lowest grade ever.

Standardized tests should not be used to evaluate teachers, voters say 57 - 37 percent. These tests are not an accurate way to measure how well students are learning, voters say 59 - 34 percent. Voters are divided on whether students should be allowed to refuse to take standardized tests, as 47 percent say they should be allowed to opt out, while 49 percent say they should not be allowed to opt out.

The mayor should increase the number of charter schools in New York City, 39 percent of voters say, while 17 percent say decrease the number and 35 percent say keep the number the same. Charter schools located in public schools should pay rent, voters say 52 - 40 percent. Approval Ratings for Comptroller, Public Advocate, Council Speaker

With a 53 - 17 percent approval rating, City Comptroller Scott Stringer has the highest score of any city-wide elected official. Public Advocate Letitia James gets a 43 - 19 percent job approval rating, with 38 - 23 percent for City Council Speaker Melissa Mark-Viverito.

"The other city-wide elected officials come out on the positive side, with Comptroller Scott Stringer in the lead," Carroll said.

From May 6 - 11, Quinnipiac University surveyed 969 New York City voters, with a margin of error of +/- 3.2 percentage points. Live interviewers call land lines and cell phones.
