New York City voters disapprove 61 - 28 percent of the way Mayor de Blasio is handling poverty and homelessness and say 53 - 14 percent that the quality of life in the city is getting worse, not better, according to a Quinnipiac University poll released today.

Voters also disapprove 59 - 32 percent of the way the mayor is handling crime, the independent Quinnipiac (KWIN-uh-pe-ack) University Poll finds. They disapprove 57 - 35 percent of the way he is handling the Police Department and disapprove 58 - 34 percent of the way he is handling relations between the police and the community.

But voters approve 58 - 29 percent, including 53 - 35 percent among black voters, of the job Police Commissioner William Bratton is doing. Voters also approve 56 - 37 percent of the job New York City police are doing, but black voters disapprove 51 - 37 percent. Voters approve 68 - 27 percent, including 57 - 37 percent among black voters, of the job police in their community are doing.

A total of 89 percent of voters say crime is a "very serious" or "somewhat serious" problem in the city, but 84 percent say their neighborhood is "very safe" or "somewhat safe."

"From the beginning, Mayor Bill de Blasio has promised to reduce homelessness. His comments about income inequality have been eloquent. But on deeds - not words - New Yorkers give him negative marks. On dealing with poverty and homelessness, he comes up short 2-1," said Quinnipiac University Poll Assistant Director Maurice Carroll.

"White voters think New York City cops do a good job. Black voters don't approve of cops citywide, but do approve of cops in their neighborhood. Voters agree that crime is a serious problem in the city. But they think their neighborhood is safer than the city as a whole."

Sixty percent of New York City voters report seeing more homeless people on the streets, in parks and on the subway in the last few years, while 11 percent say they see fewer homeless people and 24 percent say "about the same."

And 50 percent of voters say they are encountering more homeless people asking for money, while 14 percent say less and 31 percent say "about the same."

New York City voters support 61 - 33 percent "having police issue summonses or make arrests for so-called quality of life offenses," the strongest level of support since Quinnipiac University first asked this question in August, 2014.

Voters also support 61 - 35 percent, including 59 - 36 percent among black voters, having police "actively issue summonses or make arrests for so-called quality of life offenses in your neighborhood."

This police activity improves the quality of life in a neighborhood, 55 percent of voters say, while 34 percent say it adds to tension. Black voters are divided 45 - 45 percent.

"Police critics complain about enforcement of so-called 'quality of life' offenses. But voters approve. Enforcement improves the quality of life, voters say. But a sizable minority also caution that such enforcement increases neighborhood tension," Carroll said.

Mayor de Blasio should increase the number of charter schools in the city, 43 percent of voters say, while 19 percent say he should reduce the number of charter schools and 30 percent say he should keep the number the same.

The mayor should not ban horse-drawn carriages in the city, voters say 64 - 26 percent.

A total of 86 percent of voters say income inequality is a "very serious" or "somewhat serious" problem in New York City. Voters say 68 - 23 percent that city government should pursue policies to try to reduce the income gap. But only 29 percent of voters say income inequality is better addressed by city government, while 42 percent say it is better addressed by national government and 13 percent say both city and national government should address it.

From October 22 - 28, Quinnipiac University surveyed 1,155 New York City voters, with a margin of error of +/- 2.9 percentage points. Live interviewers call land lines and cell phones.
