New York State voters approve 55 - 25 percent of Gov. Andrew Cuomo's decision to ban hydraulic fracturing, or fracking, in New York State, with support ranging from 42 - 40 percent among Republicans to 67 - 11 percent among Democrats, according to a Quinnipiac University poll released today. No party, gender, age or regional group disapproves.

Gov. Cuomo's overall job approval rating is 58 - 32 percent, compared to 57 - 38 percent in an August 20 survey by the independent Quinnipiac (KWIN-uh-pe-ack) University.

Women approve of the governor more than men, 61 - 26 percent compared to 53 - 38 percent. Approval is 76 - 14 percent among Democrats and 49 - 40 percent among independent voters, while Republicans have a negative 41 - 49 percent approval rating.

Approval of the governor's fracking ban is 56 - 30 percent upstate, 56 - 19 percent in New York City and 52 - 27 percent in the suburbs.

Because of the fracking ban, 33 percent of voters think more favorably of Cuomo, while 16 percent think less favorably and 44 percent say the decision makes no difference.

"It's a clean sweep, but not a big sweep, for Gov. Andrew Cuomo's decision to ban fracking in New York State. None of the groups we list is opposed, but the long-awaited decision barely moves the job approval needle, although his disapproval does go down," said Maurice Carroll, assistant director of the Quinnipiac University Poll.

With almost no gender gap, voters support 68 - 24 percent Cuomo's initiative to make New York State law consistent with the U.S. Supreme Court Roe v. Wade decision by allowing a woman to have a late-term abortion if her health is at risk.

New York voters support 77 - 17 percent allowing a woman to have a late-term abortion if her life is at risk.

With wide support across the political, gender and age spectrum, New York State voters support 84 - 15 percent raising the state's minimum wage higher than the $8.75 per hour set to take effect next week. Support ranges from 67 - 30 percent among Republicans to 95 - 5 percent among Democrats. Offered several choices:
  • 39 percent say increase the minimum wage to more than $10 per hour;
  • 34 percent say increase the minimum wage to $10 per hour;
  • 9 percent say increase the minimum wage to less than $10 per hour;
  • 15 percent oppose any increase.
Voters oppose 82 - 15 percent a pay raise for state legislators. Opposition is 73 percent or higher among all listed groups.

If the State Legislature agrees to increase the minimum wage in exchange for a hike in legislative salaries, it's still a "bad idea," voters say 70 - 24 percent.

Opposition drops if State Legislators limited campaign donations in exchange for a pay hike, but voters still say 57 - 37 percent that it's a "bad idea."

"New Yorkers are a liberal, labor-friendly crowd. They'd like Albany to raise the minimum wage," Carroll said. "But they oppose 5-1 a raise for State Legislators. Tying a pay raise to a minimum wage hike or campaign finance reform sweetens the deal, but not enough."

Of the 44 percent of voters who know about the governor's decision to shut down the Moreland Commission investigation of government corruption, 78 percent say it was a political deal. Among all voters, 39 percent say federal prosecutors should investigate this decision, while 9 percent say no and 49 percent say they haven't heard enough to decide.

"Gov. Cuomo's decision to kill his investigating Moreland Commission agitated politicians, pundits (and pollsters), but voters don't seem all that interested," Carroll said.

New York State voters say 61 - 31 percent that the State Attorney General should investigate the case when a police officer kills someone, rather than local district attorneys. Republicans say 50 - 46 percent to keep investigations with local district attorneys, but every other party, gender, age or regional group says the Attorney General should investigate.

From December 17 - 21, Quinnipiac University surveyed 1,293 New York State voters with a margin of error of +/- 2.7 percentage points. Live interviewers call land lines and cell phones.
