A tough battle with teachers' unions over the future of New York State schools is taking its toll on Gov. Andrew Cuomo, who begins his second term with his lowest job approval rating ever, 50 - 39 percent, according to a Quinnipiac University poll released today.

This compares to a 58 - 32 percent job approval rating in a December 22 survey by the independent Quinnipiac (KWIN-uh-pe-ack) University.

In today's survey, men approve 52 - 40 percent, while women approve 49 - 39 percent, going against the trend in which women approve of Democrats more than men. Democrats give Cuomo a lackluster 63 - 27 percent approval rating, low for same-party voters. Independent voters approve 49 - 40 percent while Republicans disapprove 55 - 37 percent.

Approval is 57 - 28 percent in New York City, 59 - 34 percent in the suburbs and negative 39 - 54 percent among upstate voters.

Education should be the top priority for the governor and the State Legislature, 24 percent of voters say, while 15 percent list the economy/jobs and 12 percent list taxes, two issues which usually top the priority list. Only 5 percent list government corruption or ethics.

With a negative 28 - 63 percent, Cuomo gets his worst job approval rating for his handling of education. His grades on other issues are:
  • 49 - 44 percent for the economy/jobs;
  • 48 - 36 percent for energy and the environment;
  • Negative 35 - 54 percent for ethics in government;
  • 43 - 43 percent for the state budget.
"Gov. Andrew Cuomo gets his lowest grade on education, which is the top priority for voters, a grade so bad it pulls down his whole job approval score. He's just at the 50 percent mark," said Maurice Carroll, assistant director of the Quinnipiac University Poll.

"Gov. Cuomo gets a rap on the knuckles from the teachers' unions. By better than 2-1, voters trust the unions more than the governor to fix the schools," Carroll said.

Battle for the Schools

By a 55 - 28 percent margin, New York State voters trust the teachers' unions more than the governor to improve education in the state. All party, gender, age and regional groups agree.

Voters say 71 - 25 percent that teacher pay should not be based on how well their students perform on standardized tests and say 65 - 30 percent that teacher tenure should not be based on student test scores. None of the listed groups support Cuomo on these key initiatives.

Voters support 50 - 41 percent increasing the number of charter schools in the state.

Minimum Wage

New York State voters support 73 - 24 percent increasing the minimum wage to $10.50 per hour. Only Republicans oppose the measure, 51 - 46 percent.

Voters statewide support 68 - 27 percent Cuomo's proposal to raise the minimum wage in New York City to $11.50 per hour. New York City voters support this 81 - 16 percent.

Statewide voters split 47 - 47 percent on Mayor Bill de Blasio's proposal to raise the New York City minimum wage to $13 per hour. New York City voters support this higher wage 67 - 29 percent.

"New York is a liberal state. Voters endorse an increase in the minimum wage. Gov. Cuomo's plan for an $11.50 minimum wage in New York City wins more support than Mayor Bill de Blasio's call for $13 an hour," Carroll said.

Cuomo more closely represents their political views, 26 percent of voters say, as 22 percent line up with New York City Mayor Bill de Blasio. But 50 percent of voters say, "neither."

"Cuomo by a nose in the battle for the ideological hearts of New Yorkers, but half of all voters aren't giving their hearts to either leader," Carroll said.

Voters support 71 - 20 percent a woman's right to a late-term abortion if her health is at risk and support 80 - 12 percent a woman's right to a late-term abortion if her life is at risk.

From March 11 - 16, Quinnipiac University surveyed 1,228 New York State voters with a margin of error of +/- 2.8 percentage points. Live interviewers call land lines and cell phones.
